How do I make my horse’s head centered?

When I flex him, he’ll sometimes lower his head in front of him, but sometimes he’ll put his head to the wall or to the inside. How do I keep him looking forward? also, when i’m bending him in corners or when circling, he raises his head. Should I flex with my outside rein and bend with the inside rein? What do you think?

From what your saying, it sounds like he does the same thing as my horse.
What I do is I just try to get his head down and get him relaxed. Once he is relaxed and comfortable, I slowly work his head towards the center. Get your horse bending to the directions your going until he is relaxed, then keep pressure on the inside rein and sort of suggest by almost half halting with the outside rein until he becomes center.

And as for the corners, keep him bending with pressure on the inside and bring out your outside rein when you go around the bend. Circle work will also help a lot.

If that is too complicated or it doesn’t work, try draw reins. They’re a pain but they work really well to train your horse to keep his head down.
After a month of work with the draw reins with my horse he almost always keeps his head down. Still needs some work but they work really well
